John Halk

John J. Halk manages the litigation practice for Halk, Oetinger & Brown, PLLC across the firm’s Phoenix and Tucson offices. His practice focuses on community association litigation, assessment collections, covenant enforcement, real estate disputes, landlord-tenant matters, judgment collection, and litigation involving homeowners’ associations and condominium associations throughout Arizona. Since beginning his legal career in 2015, John has developed substantial experience representing community associations in both trial and appellate matters, managing cases from pre-litigation strategy through judgment enforcement and collection.

John is actively involved in shaping Arizona community association law and policy. He serves on the Legislative Action Committee (“LAC”) for the Arizona chapter of the Community Associations Institute (“CAI”), where he works with legislators, industry professionals, and stakeholders on legislation impacting homeowners’ associations and condominium communities throughout the state. He is also involved with the Arizona Association of Community Managers (“AACM”), serving on their accredited Education Committee teaching community managers to develop their continuing education. John not only teaches classes, he also created new courses on conflict resolution for community managers to navigate difficult issues and a class on artificial intelligence. 

In addition to his litigation practice, John regularly writes and speaks on issues affecting Arizona community associations, collections, evictions, and enforcement matters. He has authored multiple publications for CAI Arizona’s Community Resource Magazine. John also published “Finality in Dispute” for the State Bar of Arizona in the November 2025 edition of Arizona Attorney magazine, discussing collateral attacks and the enforcement of court orders.

Education

John earned his Juris Doctor from Arizona Summit Law School, formerly Phoenix School of Law, where he received a CALI Award and was recognized on the Dean’s List. He received his Bachelor’s Degree from Arizona State University, where he also served in student leadership roles.

John is admitted to practice in all state and federal courts in Arizona.

Thought Leadership

John is frequently invited to provide legal commentary and public education regarding landlord-tenant law, evictions, and housing-related legal issues. He has appeared in media interviews and public legal forums with outlets including ABC 15 Arizona. John provided guidance on the frequently changing legal landscape of evictions during the COVID-19 eviction moratoriums and executive orders with the State Bar of Arizona. John also volunteers his time to help Arizonan’s with free legal advice at various events, including ABC 15’s attorney phone bank. Outside of his legal practice, John remains active in community service and athletics. He is an Eagle Scout, volunteers with pro bono legal initiatives serving Arizona residents, and participates in Spartan and Tough Mudder obstacle course races nationwide, including Spartan Ultra events in Colorado and California. He also practices Krav Maga martial arts.
